In aligning with its core mandate, SHSRC has identified
following seven focus areas of works
The
work of SHSRC is articulated through visible deliverables in terms of research
and evaluation studies, publications of training materials, documentation of
achievements and challenges, forecasting trends and anticipating problems,
capacity building within the system and change management as required.
1.
Health Accounts and Health care Finance
State Health Accounts & Periodic Program Expenditure Analysis:
SHSRC is a State Level Nodal
Agency for Institutionalizing State Health Accounts in collaboration
with NHSRC. Periodic NHM
PIP Expenditure Analysis and program evaluations were also performed.
2.
Strengthening Community Processes
SHSRC is
involved in strengthening community based programs in rural and urban areas as
follows:

Village Health Sanitation & Nutrition Committee

ASHA
·
Community Based Monitoring and Planning of Health
Services

Decentralised Health Planning HP
·
Mahila
Aarogya Samiti (MAS).
SHSRC conducts various works on strengthening community base processes. SHSRC has prepared Guidebook for RKS & VHNSC
Committee Members and also Training module for VHNSC Trainers. SHSRC is playing
pivotal role in implementing DHP in Maharashtra.

Periodic performance monitoring and supervision to
identify the challenges and facilitations for appropriate resolutions were also
done on regular basis by SHSRC.
3.
Data analytics, Research & Evaluations
·
An analysis of health information available from
multiple sources- but primarily from HMIS .SHSRC is proving regular feedback to districts on various
technical issues.
·
SHSRC
on regular basis is doing analysis of data for effective monitoring viz. Maternal Deaths, Child Deaths & HMIS
Analysis etc.
·
SHSRC
Provide systematic recommendations based on the research studies / evaluations and
also provide active support to health system for operationalization in the
system.
·
Evaluations of various public health programs
being rolled out in Maharashtra are done by SHSRC. The evaluations studies viz.
Evaluation of Maher Ghar Scheme,
Rapid Assessment study of Health intervention, Labour rooms, DEIC under
RBSK and IDCF. SHSRC is currently doing Qualitative study on Telemedicine services,
and many other studies.
4. Human Resource Management
SHSRC involved in activities related to Human Resource Management and Policy
Development. SHSRC is currently working on development and management of
HRMIS software for strengthening HR at State, District and at the Block level. Efforts
are made to prepare the Performance Appraisal for top level managers and
scrutinised by senior level officers for effective rendering of their services
and give qualitative results. Moreover, it also encompasses strengthening of
Human Resource at DPMU.
5.
Strengthening Primary Health care
SHSRC is involved in identifying gaps and challenges in Primary
Health Care and also provides appropriate recommendations. SHSRC also works on Capacity
building, handholding, Support and Strengthening HWCs.
6. Quality
Assurance and Improvement in Referral Services:

SHSRC is Monitoring the availability of “referral
services "and identifies the gaps at rural health care facilities.
·
Regular Field visits to various
health facilities were organized by SHSRC Consultants for assessing the quality
of health services (onsite supportive supervision, visit report, and
recommendation for improvement are prepared and submitted to state for
implementation).
·
SHSRC works on Quality
improvement systems for all health services.
7. Urban Primary Health Care: Support
·
SHSRC
is actively involved in Implementation of UHC in Maharashtra. SHSRC has
prepared Draft about UHC in collaboration with TISS.
·
SHSRC
provides supports in training of Mahila Aarogya Samiti (MAS).
·
SHSRC involved with ULBs and PHD to effectively implement
primary health care in urban areas.
·
SHSRC supports to NUHM Cell on various technical issues. SHSRC
is also doing situation analysis on NUHM in Maharashtra State.
In addition to above areas of work, SHSRC also has a responsive mandate where it responds to requirements of Public Health Department and NHM for technical assistance and implementation of issues as and when required.
