The State Health Systems Resource Centre (SHSRC) has been conceived primarily as an institution that is responsive for providing technical assistance to Public Health Department& National Health Mission, Maharashtra. SHSRC was established in July 2008, as per the approved norms under the Program Implementation Plan of NRHM for the year 2008-09.
SHSRC constantly endeavours to serve as a central agency providing technical assistance to Public Health Department & National Health Mission, Maharashtra in areas of Public Health Planning, Policy Formulation and Program Implementation. SHSRC serves PHD and NHM primarily through situation analysis and gap assessment for effective program implementation and health systems improvement by regularly undertaking evidence based operational/implementation research, Capacity Development Workshops and Monitoring and Evaluation of Health Service Delivery and HMIS. The office of SHSRC functions from Annex Building of State family Welfare Bureau Premises situated at Pune, cultural capital city of Maharashtra.

Vision
To position SHSRC as a premier technical resource institute in public health responsive to emerging needs of the Public Health Department and National Health Mission and to facilitate effective health sector strengthening with focus on research, monitoring and evaluations, capacity building, community processes, management information system and Quality Health service delivery.The Goal
- To serve as a think-tank for Public Health Department and National Health Mission, Maharashtra with following overarching goals
- Evidence generation through research for Policy decision and planning of healthcare services in the state
- Capacity development of Human Health Resource in State
- Contribute towards efforts directed in strengthening of health systems for ensuring universal access to health services in the state.
- Constantly expand horizon of health activities by entering into collaboration with premier institutes working in public health sector viz. Research Institutes and Implementation agencies working in areas of public-health, hospital research, health policy etc.
Mandate
The core mandate of SHSRC is to build capacities and technical assistance to the state public health department and NHM on a regular annual basis on the 7 identified areas.
1. State Health Accounts:
Preparation and submission of an annual state health accounts, Expenditure patterns under various health programs, Surveys and research for Oops.
2. Human Resources for Health in Maharashtra:
- An annual updated report on human resources for health
- Identifying the gaps and challenges regarding HR in PHD
- Develop strategies for effective management of HR (performance monitoring and appraisals, recognitions, professional progressions etc.
3. Data Analytics:
An analysis of health information available from multiple sources- but primarily from HMIS
4. Making Primary Health Care more effective:
- Identifying gaps and challenges in primary health care with appropriate recommendations
- Capacity building, handholding
- Support and Strengthening HWCs (with respect to UHC in Maharashtra)
5. Quality Assurance and Improvement in Referral Services:
- Monitoring the availability of “ referral services "and identifying gaps
- Regular periodic visits to health facilities and feedback to facility head, district and state level.
6. Urban Primary Health Care: Support
- ULBs and PHD to effectively implement primary care in urban
7. Community Processes:
- Strengthening community based programs such as RKS, VHSNC, ASHA, CBMP,DHP and MAS from both rural and urban areas.
- Periodic performance monitoring and supervision to identify the challenges and facilitations for appropriate resolutions
The core mandate is articulated as visible deliverables in terms of research and evaluation studies, publications of training materials, documentation of achievements and challenges, forecasting trends and anticipating problems, capacity building within the system and change management as required.
In addition to the core mandate- the SHSRC also has a responsive mandate- where it responds to requirements for technical assistance or studies or capacity building tasks- as and when it is required to do so.
